MGFA Team

Josh Steirman joined the Bond Bank team as its Executive Director in July 2026. 

Sandy joined the MGFA team in the October of 2020 as the program assistant. As an employee of the Maine Municipal Bond Bank, she also serves on the Wellness Committee and is the program assistant for Maine Health and Higher Educational Facilities Authority.

Sandy is a former, small business owner, bringing to the MHHEFA team a service-minded approach to meeting borrower needs. She is here for you!

Sandy is a wife, mother, and grandmother. She is a member of the Secular Franciscan order and serves on the board of the local homeless shelter. In her free time, she makes greeting cards, beach theme resin art and spends time at ocean.

Beginning in July 2022, Sherry L. Kenney began serving as Director of Finance and Accounting for the Maine Health & Higher Education Facilities program. Other programs currently served by her directorship are the Maine Municipal Bond Bank (MMBB), the Maine Governmental Facilities Authority (MGFA) and the Maine Public Utilities Financing Bank (MPUFB). In this role, Sherry oversees a five-member accounting team. Sherry has a strong predilection for teaching and for sharing her accounting knowledge. She leads with a hands-on approach that creates a strong sense of team and better positions her group for success. As Director of Finance and Accounting, Sherry is responsible for successful completion of the unaudited quarterly and audited fiscal year-end financial statements for all of these entities. Her role also includes monitoring of certain critical account balances and assuring timely provision of key accounting deliverables. Sherry is the lead person for coordination with external auditors and various outside affiliates, all of whom assist with the financial aspects of the specialized bond accounting performed by her team. Sherry provides leadership to the organization as a member of the Senior staff and facilitates open communication with the program managers to assure the accounting needs of the organization are properly met.

Sherry first joined the team at the Maine Municipal bond bank in March of 2005 as the Accounting Assistant for the MMBB, MHHEFA, MGFA and MPUFB programs. She quickly demonstrated her accounting acumen and moved on to become the lead Accountant for the Maine Municipal bond Bank. Over the next nine years, Sherry very capably performed both bond and revolving loan fund accounting in this lead accounting role, with exclusive responsibility for multiple programs, as the accounting team was significantly smaller at that time. After a seven-year stint as the Finance Director at the Greater Augusta Utility District, she decided to rejoin her ‘family’ at the Maine Municipal Bond Bank.

Sherry resides in Augusta but likes to spend all her free time at her family camp in Jackman. When she is not reading financial statements, you can usually find her reading anything – from novels to the back of a peanut butter jar!

Beth joined MMBB in May of 2023 after many years of school finance roles spanning multiple counties in Maine.  She enjoys working with numbers and procedures behind the scenes to support the state of Maine people and communities.    Beth’s attention to detail and her ability to understand complex accounting transactions has contributed to her transition to bond accounting.   Beth is responsible for maintaining transactions and spreadsheets ultimately leading to the preparation of quarterly and year-end financial statements for MGFA.  When not in the office, Beth enjoys the outdoors of Maine and strives to get outside as often as possible.

Wanda  joined the Maine Municipal Bond Bank in April 2022. As an integral member of the greater accounting team, all of whom support these programs, she fulfills a niche role within the unit that includes processing weekly payroll, accounts payable, accounts receivable and enhancing the entire accounting team through performance of a variety of essential tasks and ad hoc projects. Wanda is an excellent fit in this position as she has strong investigative skills, a detail-oriented nature and an enthusiastic desire to propel the entire accounting team forward.

As a new employee to the Bond Bank, Wanda brings to the position a wealth of experience in general business management and operations oversight. Employed for many years with a top-ranked, full-service law firm, she was their “go to” person, and had responsibility for all the firm’s day-to-day general operations. Wanda brings to the Bond Bank the same professionalism, meticulous attention-to- detail and problem-solving skills that contributed to her success in her previous employment. She consistently displays a positive attitude and shares her engaging laugh with her team and other co-workers.

Wanda has always been an avid outdoors person and a lover of nature. She thoroughly enjoys tending to her various flower gardens, cooking for her family and friends, and camp life in the mountains of Rangeley. Wanda resides with her husband, Steve, and Golden Retriever, Murphy.

Matt Tardiff, Senior Programmer Analyst

Matt joined the MGFA team as a Computer Programmer in October 2003 and has since grown into the role of Senior Programmer Analyst. During his time with MGFA, Matt has striven to bring his software and database development skills to bear in the service of the  team, its borrowers, and its investors. Matt maintains several custom software packages for the Authority, but the flagship product is MGFA Explorer, which program staff use to track all relevant data related to its bonding activities. This bespoke application helps program staff provide top-notch customer support to the Authority’s borrowers.

Matt has always had a passion for computers and programming, from when he got his start programming simple games on his Commodore 64 in 1988, to when he graduated from the University of Maine in 2003 with a Bachelor of Science degree in computer science, straight through to today.

Matt lives in Lewiston with his wife, Jen, and their three sons, Benjamin, Thomas, and Charles. During the winter, they love skiing as a family, primarily at Lost Valley where they are season pass holders. In the warmer months, they love exploring Maine’s great outdoors, visiting as many of its beautiful lakes and waterfalls as they can.
